On new requirements for passengers arriving to Russia on international flights and lifting the restrictions on entering the Russian Federation

Passengers arriving to Russia must adhere to the requirements and guidelines established by the Russian Federal Service for Surveillance on Consumer Rights Protection and Human Wellbeing to prevent the spread of COVID-19. On August 1, 2020 the 14-day quarantine regime has been removed for passengers arriving into Russia on international flights.
Russian citizens arriving in Russia on repatriation, regular or charter international flights will be required to complete a form on the public services website (www.gosuslugi.ru) and then upload COVID-19 PCR-test results within three days of arrival. Passengers will also be required to complete a special form during the flight.
Foreign citizens planning to fly into Russia, including transit passengers, 
are required to provide a negative COVID-19 PCR-test result in order to check in and board the flight. Passengers must be tested within 72 hours of the flight departure. They will also be required to complete a special form during the flight. Please note that airline companies accept only results from PCR-method COVID-19 tests. No other test results, including antibody tests, will be accepted.
Orders of the Government of the Russian Federation of July 24, 2020 No. 1915-r and of August 1, 2020 No. 1997-r provide for the resumption of the issuance of visas of all categories, including tourist ones, by Russian consular offices in the UK, Turkey, Tanzania, Switzerland.
Visas will be issued only to citizens and to persons holding a residence permit of mentioned foreign states. Third-country nationals temporarily staying in the UK, Turkey, Tanzania, Switzerland will not be able to apply for Russian visas.
The right to enter the Russian Federation through air checkpoints is received by citizens of the UK, Turkey, Tanzania, Switzerland as well as persons holding a residence permit of these foreign countries, arriving from the UK, Turkey, Tanzania, Switzerland
by air. 
For citizens of other foreign states entry to the Russian Federation is still banned with the exception of the categories mentioned in the Order of the Government of the Russian Federation of March 16, 2020 No. 635-r.
